First and foremost, Aboriginal people had to be citizens: Dulcie Flower

Auntie Dulcie Flower believes that the local is important, but there are larger, general issues. Every major change for Aboriginal people came out of major events. First, citizenship in 1967, fought for by many, but particularly Federal Council for the advancement of Aboriginal and Torres Straight Islanders - FCAATSI. Then the state Aboriginal Welfare Board Act was gradually disbanded starting in 1972 and the end of the managed reserves. Now some of the big issues are around equity and access, and recognition of Aboriginal people and their country and culture.
